(laughter) Not a clue! I just don't think that everyone would want to communicate. Then there's also the possibility that plenty of spirits do try to communicate and we just keep missing them...
I don't know enough about EVP to form a concrete opinion, but if not everyone deceased becomes a ghost, why should all spirits want to be a part of a process involving a dictaphone. Plus, as has been noted by Ian, teh spirit(s) might not necessarily want to talk to the person asking...
I do think you've raised a good point, though.
